Symbolism
Many of the Elements in Ayn Rand's Anthem symbolize greater groups, ideas, or cultures. Here are some of them and a possibility of what they represent:

Equality, International, and Liberty - The people who are still opposed to a Collectivist society
Union - The average "citizen" who goes along with what everyone else believes
World Council of Scholars - The deceptive government making everyone believe that they are receiving the best possible life
State/City Council of Scholars - The organizations below the government, agreeing with its principles for financial or economic gain, not for the good of the people or the individual
Home of the Useless - Various programs designed to benefit the elderly and unemployed
Tunnel/Abandoned Subway - The one place that has not been tainted by Collectivism; a refuge for those who have not been tainted by Collectivism
Palace of Corrective Detention - Jail (possibly for crimes that should not deserve punishment)
House in the Forest - Also untainted by Collectivism; a safe haven for Objectivist individuals
